Clear Sent Queue Attachments leaves report settings and header BLOBs in completed entries#20295

Description: Enhanced the Document Dispatch cleanup job to remove obsolete report settings, validation results, email content, and optional Document Central metadata after processing and archive transfers are complete. Added bounded cleanup for eligible legacy entries while preserving content required for active processing, retries, error diagnosis, and status updates.

Impact: Prevents unnecessary BLOB storage growth and releases content retained by previously cleared queue entries. Existing document and archive processing remains unaffected, and optional DMS-to-EDS metadata is handled without introducing a new dependency.
