On-premises OData portal uses incorrect settings and language files after upgrade#20269

Description: Fixed frontend startup for on-premises portals using CustomSettings.config with OData connections by preserving local settings and CustomSettings language files during upgrades.

Impact: Portals upgraded from version 2.3.x to 2.7.x can continue using legacy local customizations while connecting to Business Central through OData, preventing startup failures and configuration issues.
